Yingchu was born and raised on the island of Taiwan, Republic of China. She received her Bachelor degree in English Language and Literature from National Taiwan University and worked for Mitsubishi Corp. Taipei Branch for two years before leaving for the United States pursuing a career change.
After receiving a Master of Science degree in Child Development with emphasis in Early Childhood Education from Purdue University, Yingchu moved to Bloomington, Indiana, and enrolled in the Interdisciplinary Doctoral Program on Young Children (IDPYC) majoring in Child Development with a minor in Public Policy at Indiana University. She completed four years of required courses in the doctoral program but got married and moved down to Richmond, Texas, before finishing her dissertation.
Yingchu has spent her entire professional career working in the field of early childhood education. She taught children (from infants to 2nd graders) and adults (preschool teachers and community college students). She directed child care centers in both for-profit and not-for-profit settings. She spent seven years working with the Head Start programs both locally and in other regions. Yingchu has been involved with the TEEM Project since its debut under SB76 in 2003 as the Project Coordinator for the Houston community. She is currently handling the financial matters of the TEEM Project.
